ANNOTATION
In modern conditions, the solution of national development tasks of Tajikistan, aimed primarily at ensuring a high level and quality of life for the population, is hampered by the ineffective functioning of public utility infrastructure systems. The high degree of wear and tear of its networks and facilities, as well as insufficient management efficiency, give rise to numerous problems. However, at present, social tension in society is increasing due to the reform of the housing and communal services sector, in which the quality of services remains low and the wear and tear of fixed assets in the industry increases. Qualitative improvement of socio-economic relations at the level of individual municipalities requires research into the theoretical and practical foundations of reforming the housing and communal services sector, identifying the features of the management system in this area in the process of the activities of multi-industry enterprises, developing a strategy for managing tariffs in order to increase the efficiency and quality of housing and communal services for the population
