ANNOTATION 

 One of the most effective ways of developing territories is considered - the use of a cluster approach. The important factors influencing the creation, formation and development of clusters in the region, as well as the factors that hinder their development are identified. The influence of clusters on the competitiveness and efficiency of the region's economy is analyzed in three directions - vectors. It is emphasized that the cluster approach is a powerful tool. affecting the increase in employment, wages, deductions to the budgets of various levels of increasing the efficiency and sustainability of the region's industry.
