ANNOTATION
The article examines the features of the formation and use of human capital in the regional economy, since each country at the macro and regional levels has a distinctive feature that is either absent or undeveloped in other regions. Therefore, to study this problem, the author’s reviews foreign and domestic literature. The paper recommends using human capital depending on 3 groups of factorial characteristics: demographic, socio - economic and economic. At the basis of a combination of individual elements of demographic and socio-economic groups of characteristics, a fourth group has been developed - labor activity, which characterizes the features of the use of human capital.
