ANNOTATION
The article substantiates the formation of a strategy for the development and improvement of the quality of housing and communal services in the future. Today it became known that one of the most promising areas of business for entrepreneurs may be services provided by the housing and utilities sectors in the modern economy of Tajikistan, but they do not yet have an appropriate institutional basis for use by the private sector. On the other hand, in the housing and utilities sector of the country, there are a number of accumulated problems that are difficult to solve through state administrative levers. According to the analysis of experts, the main problem in carrying out reforms in housing and communal services is that ordinary people face many communal problems every day.
